Adding Committers

How to add, and things to do, when adding a new Committer...

1. Follow the process
2. Send out an announcement to the user list (and general@lucene is a good idea too)
3. Add them to the Committer "Role" in Jira so they can assign bugs to themselves and resolve bugs they commit.
4. Have them add themselves to the website's "who" page (good test of svn karma among other things)
