    1. Content management system like Joomla?
    2. Proprietary software like Dreamweaver?
    3. From fundamentals like HTML, CSS etc?
    4. Are we going to use HTML 5 or 4.x?

      We need to keep everything under version control in SVN and be able to compare files, so options #1 and #2 are discouraged (#1 would store the site content in a database, #2 would impose requirements on authors and produce redundant code). So #3 seems the best option.

      As for the HTML version, we can surely embrace HTML5 if we undertake a rewrite.
