The release manager should stage the release candidate (RC) by placing it in the sdk directory of the 'dist.apache.org/repos/dist/dev/flex/' SVN repo (1).
If we continue to follow the current convention the directory structure would be, where build.number is the same as value as <build> in flex-sdk-description.xml
