Scala 2.11.0 was released in April 2014 and support for 2.11.x ended in Nov 2017. Scala 2.12.0 was released in Nov 2016 and Scala 2.13.0 will be was released in Q1 June 2019. Given this, it's time to consider dropping support for Scala 2.11 so that we keep the testing matrix manageable (it takes nearly 6 hours to run the unit and integration tests with the 3 Scala versions) and for better interop interoperability with Java 8 functional interfaces (first introduced by Scala 2.12).
