I attempted to change /etc/resolv.conf to resolve via the localhost NS to get caching, but the change was reverted by Puppet. The local NS is also not configured to allow recursion, possible possibly because this host is acting as a hidden master. The Puppet config will need to be reviewed and modified to make name resolution fixes permanent; I'm not up-to-speed on that.
