Questions/communications: 

CloudStack developers' primary communication medium is the CloudStack development mailing list. And this is the canonical location by which to get answers to all of your questions. You'll certainly want to subscribe to this mailing list. 

CloudStack also maintains a number of other mailing lists as well as an IRC channel where a number of developers and users hang out during their work day. 

Access to development instances:

Not everyone needs to run a CloudStack instance to integrate with it. The CloudStack community has a number of development environments that can be made available to folks. The way to request access to such an instance is to request access on the development mailing list.
