Based on the cloud partitioning concept in Apache Stratos, Load Balancer clusters can be dynamically created according to the Deployment policy selected for a service subscription. In Apache Stratos a Load Balancer cluster is created per network partition, to minimize the latency between the member and Load Balancer. A network partition is an area of network where a set of VM instances could access each other using their private IP addresses. The network partition, can be defined by DevOps while deploying Deployment policies.

The following diagram illustrates a sample service subscription deployment where there are three cloud partitions span across two network partitions. For each network partition a Load Balancer cluster could be created.
