- svn rename RELEASE-NOTES-2.1.7-SNAPSHOT.txt to RELEASE-NOTES-2.1.7.txt
- list JIRAs in RELEASE-NOTES-2.1.7.txt (bugs, improvement, new features, limitations)
- Check the copyright year number in NOTICE file
- commit them
