Process to setup an ALC Chapter

This following process will be followed to setup an ALC Chapter.

1. A volunteer will request to setup a ALC Chapter by sending a message to dev@community.apache.org with "[ALC] Request to setup ALC in <name-of-your-town-or-city>" in the subject line.
Before sending request, please make sure following points addressed.

1.1 There will be a single ALC chapter per town/city, so before sending the request please check the ALC Chapters to see if there’s an existing chapter in your location.

1.2 It is mandatory to have at least 1 ASF member or 2 PMC members in the ALC Chapter team. So before sending the request to setup message, volunteer should make sure their proposed ALC Chapter team should have 1 ASF member or 2 PMC members.

2. After receiving message on dev@community.apache.org, a ComDev PMC member will start a thread on private list to discuss on ALC Chapter setup proposal.

3. Based on discussion and votes PMC will take decision on ALC Chapter setup, this decision will be shared on the thread initiated by volunteer.
(If the for some reason, the ALC Chapter setup request is rejected, based on 'case to case' basic PMC may give the reason for rejection.)

4. As the PMC approve the request to setup ALC Chapter, the PMC will take the following actions.

4.1 Create the following placeholder pages for the ALC Chapter in Apache Local Community - ALC space.

4.1.1 Create a child page of ALC Chapters with title as "ALC <name-of-alc>". e.g. ALC Indore
This page will contain the detail about ALC Chapters and it's member.

4.1.2 Create two child pages under the above "ALC <name-of-alc>" (which is created at 4.1.2).
        
         These two pages are:

         4.1.2.1 ALC <name-of-alc> Events e.g. ALC Indore Events
         This page will contain the details of past and upcoming events ALC Chapter.

         4.1.2.2 ALC <name-of-alc> Reports e.g. ALC Indore Reports
          This page will contain the ALC Chapter Reports.

4.2 Add an entry of ALC Chapter in Reports

4.3 Provide the edit rights to the ComDev wiki to ALC Chapter volunteer.

5. PMC member will share details of above created pages and request ALC Chapter member to maintain them on the same thread initiated which was volunteer for requesting to setup an ALC Chapter.

6. PMC member will send an announcement mail of new ALC Chapter setup on behalf of ComDev PMC.
